Actually, this voluntary vehicle scrapping policy, in that old and unfit vehicle will be scrapped out. Last year in July only the central government proposed amendments in Motor Vehicle Policy for more the 15 years old vehicle. In another notification, it was told the now vehicle fitness certificate renewal will be within 6 months instead of yearly.
As per this policy vehicle for the entire country has to go for fitness certification as per below
- Personal Vehicle required fitness certification after 20 years
- The commercial vehicle requires fitness certification after 15 years.
All these tests will be done at automated certification centres which will be constructed by Government in the coming time. After testing as per result these centres will provide a certificate to the vehicle. If your vehicle got the certificate then only you will be able to run your vehicle on the road else, you can't. The validity of this certificate will be 5 years only. After that again you have to go with the same process. For the certification, you have to bear some cost from your pocket only. This cost may up to INR 40,000.
As said above non passed vehicle in the test won't be allowed to run on the road and running this vehicle on the road will be illegal. If any vehicle has not passed the test that the vehicle has to be treated as unregistered. If your vehicle has gone through the registration process then no one can stop the fitness test. If your vehicle is failed as it is said that it unregistered so as a vehicle owner you have to other option than scrap it or keep it at home.
As per one report, there is around 1 crore vehicle on the road which are old, unfit and Outdated and these vehicles are causing more pollution for air and sound. These vehicles are more responsible for about 10 to 12 times more air pollution. It will drop off 20%-30% in air pollution if these vehicles will be taken off from the road. A study from IIT says that 70% of total air pollution is because of vehicles in that old vehicle are more contributor in that. So the best option is to scrap them.
The Government claims that after proper implementation of this policy around 50,000 thousand new jobs will be created. The automobile business of the country will be 4.5 lakh crore to 6 lakh crore. Around 10 thousand crores of new investment will be done with this policy which will give an additional boost to the automobile sector.
There is one more another benefit of this policy is we will get rubber, steel and aluminium lower price than abroad. Actually, till now we are exporting these things. But after the voluntary Vehicle SCRAP Policy, we will get the raw material from our country only. The benefit of this the cost of the new vehicle will reduce up to 30%. Getting a new vehicle on the road more new jobs will be created and the supply of raw material will be reduced.
The government is planning an incentive for people to encourage them. However, It will be depended on the age and condition of the vehicle. When your vehicle will go for scrappage you will be paid 4-6% value of New vehicle Ex-Showroom price along with one Scrap certificate. Once you go to buy a new vehicle with this scrap Certificate you will flat 5% discount on the purchase. you will get a discount on the registration fee along with a road tax rebate of 25% for a personal vehicle and 15% for a commercial vehicle.
If you are thinking that it is compulsory to send the unfit vehicle for scrap, that is wrong and it's not like that. As it said above that this voluntary policy, it is your wish to sent for scrap or not. But it clear that if your vehicle doesn't get a certificate it is unregistered and illegal. you can't run that vehicle on the road.

भारत के केंद्रीय बजट 2021 में सरकार ने देश में स्वैच्छिक वाहन परिमार्जन नीति की घोषणा की है। सड़क परिवहन और राजमार्ग मंत्रालय आगामी 15-20 दिनों में इस नीति को लागू करेगा। इसको लेकर लोगों के बीच बहुत सारे सवाल हैं कि इसे कैसे लागू किया जाएगा और हम पर इसका क्या प्रभाव होगा। तो चलिए उसी का विस्तृत अवलोकन शुरू करते हैं।
दरअसल, स्वैच्छिक वाहन परिमार्जन पॉलिसी यह है कि जिसमें पुराने और अनफिट वाहन को निकाल दिया जाएगा। पिछले साल जुलाई में ही केंद्र सरकार ने 15 साल से अधिक पुराने वाहन के लिए मोटर वाहन नीति में संशोधन के बारे में प्रस्ताव दिया था। एक अन्य अधिसूचना में, यह भी बताया गया कि अब वाहन फिटनेस प्रमाणपत्र का नवीनीकरण वार्षिक के बजाय 6 महीने के भीतर होगा।
इस नीति के अनुसार पूरे देश के लिए वाहन को नीचे के अनुसार फिटनेस प्रमाणन के लिए जाना होगा
- निजी वाहन को 20 साल बाद फिटनेस प्रमाणपत्र की आवश्यकता होगी।
- कमर्शियल व्हीकल के लिए 15 साल बाद फिटनेस सर्टिफिकेट की जरूरत होगी ।
ये सभी परीक्षण स्वचालित प्रमाणन केंद्रों पर किए जाएंगे जो आने वाले समय में सरकार द्वारा बनाए जाएंगे। परिणाम के अनुसार परीक्षण के बाद ये केंद्र वाहन को एक प्रमाण पत्र प्रदान करेंगे। यदि आपके वाहन को प्रमाणपत्र मिल गया है, केवल तब ही आप सड़क पर अपना वाहन चला पाएंगे, अन्यथा नहीं । इस प्रमाणपत्र की वैधता केवल 5 वर्ष होगी। उसके बाद फिर से आपको उसी प्रक्रिया के साथ प्रमाणन के लिए जाना होगा। इसके लिए अप्पको आपको अपनी जेब से ही कुछ खर्च वहन करना होगा। यह खर्च INR 40,000 तक हो सकता है।
जैसा कि कहा गया है कि टेस्ट में नॉन पास किए गए वाहन को सड़क पर नहीं चलने दिया जाएगा और सड़क पर इस वाहन को चलाना गैरकानूनी होगा। यदि कोई भी वाहन जिसने परीक्षण नहीं किया है उस वाहन को अपंजीकृत माना जाएगा । यदि आपका वाहन पंजीकरण प्रक्रिया से गुजरा है तो कोई भी फिटनेस परीक्षण को रोक नहीं सकता है। यदि आपका वाहन विफल हो जाता है, जैसा कि कहा जाता है कि यह अपंजीकृत है तो वाहन स्वामी के रूप में आपके पास इसे स्क्रैप करने या घर पर रखने के अलावा कोई अन्य विकल्प है |
एक रिपोर्ट के अनुसार, सड़क पर लगभग 1 करोड़ वाहन हैं जो पुराने, अनफिट और आउटडेटेड हैं और ये वाहन सबसे अधिक हवा और ध्वनि के लिए प्रदूषण का कारण बन रहे हैं। ये वाहन लगभग 10 से 12 गुना अधिक वायु अधिक प्रदूषण के लिए अधिक जिम्मेदार हैं। अगर इन वाहनों को सड़क से हटा दिया जाएगा तो वायु प्रदूषण में 20% -30% की गिरावट आएगी । आईआईटी के एक अध्ययन में कहा गया है कि कुल वायु प्रदूषण का 70% हिस्सा उस पुराने वाहन के वाहनों का है क्योंकि इसमें अधिक योगदानकर्ता हैं। तो सबसे अच्छा विकल्प उन्हें स्क्रैप करना है।
सरकार का दावा है कि इस नीति के उचित कार्यान्वयन के बाद लगभग 50,000 हजार नए रोजगार सृजित होंगे। देश का ऑटोमोबाइल कारोबार 4.5 लाख करोड़ से 6 लाख करोड़ तक होगा। इस नीति के साथ लगभग 10 हजार करोड़ रुपये का नया निवेश किया जाएगा जो ऑटोमोबाइल क्षेत्र को एक अतिरिक्त बढ़ावा देगा।
इस नीति का एक और लाभ यह है कि हमें विदेशों की तुलना में रबर, स्टील और एल्यूमीनियम की कम कीमत पर मिलेंगे। दरअसल, अब तक हम इन चीजों का निर्यात कर रहे हैं। लेकिन स्वैच्छिक वाहन परिमार्जन नीति के बाद, हमें अपने देश में ही कच्चा माल मिलेगा। इसके लाभ से नए वाहन की लागत में 30% तक कम हो जाएगी। सड़क पर एक नए वाहन आने से अधिक नए रोजगार पैदा होंगे और कच्चे माल की आपूर्ति कम हो जाएगी।
सरकार लोगों को प्रोत्साहित करने के लिए प्रोत्साहन योजना बना रही है। हालांकि, यह वाहन की उम्र और स्थिति पर निर्भर होगा। जब आपका वाहन स्क्रैप के लिए जाएगा तो आपको एक स्क्रैप प्रमाणपत्र के साथ नए वाहन पर एक्स-शोरूम मूल्य का 4%-6% मूल्य का भुगतान माफ़ किया जाएगा। एक बार जब आप इस स्क्रैप प्रमाणपत्र के साथ एक नया वाहन खरीदने जाते हैं तो आप खरीद पर 5% की छूट देंगे। इसके साथ आपको पंजीकरण शुल्क पर छूट मिलेगी और साथ ही निजी वाहन के लिए 25% और व्यावसायिक वाहन के लिए 15% की रोड टैक्स छूट भी मिलेगी
यदि आप सोच रहे हैं कि अनफिट वाहन को परिमार्जन के लिए भेजना अनिवार्य है, तो यह गलत है और ऐसा नहीं है। जैसा कि ऊपर कहा गया है कि यह स्वैच्छिक नीति है, यह आपकी इच्छा है कि स्क्रैप के लिए भेजा जाए या नहीं। लेकिन यह स्पष्ट है कि यदि आपके वाहन को प्रमाणपत्र नहीं मिला है तो यह अपंजीकृत और अवैध है। आप सड़क पर उस वाहन को नहीं चला सकते।
